South Florida PGA Junior Tour Policies & Procedures


Membership

The South Florida PGA Junior Tour is a membership-based tour that provides a competitive, yet fun tournament atmosphere, encompassing an eleven month season of golf played on some of South Florida’s best golf courses.  The South Florida PGA Junior Tour is South Florida’s premiere tour for junior golfers.

Eligibility

The South Florida PGA Junior Tour is open to junior golfers age 12-18.  Players will not be permitted to join the Tour prior to their 12th birthday, and will not be allowed to play in any Tour events on or after their 19th birthday.

Tour members must reside within the South Florida Section boundaries, which include the following counties: Indian River, Highlands, Okeechobee, St. Lucie, Martin, Palm Beach, Broward, Miami-Dade, Monroe, Collier, Hendry, Lee, Charlotte, Glades, the Virgin Islands and Puerto Rico.

Students enrolled in college are not permitted to join the Tour, or participate in Tour events.

Special Exemption – The SFPGA Jr. Tour may offer special exemptions to “exceptional” ten or eleven-year-old players.  Applicants will be considered based on their prior tournament experience, and will only be granted special exemption if their previous tournament experience shows that the player can potentially win events in the 12-13 age division.

Membership Registration Procedure

Returning Members – 2011 South Florida PGA Junior Tour members will be able to use their 2011 login and password to sign in and register for 2012 membership.  If a login or password has been misplaced from last year, please email Meredith at mschechter@pgahq.com to obtain that information.

New Members – Juniors who were not members in 2011 will be required to complete a registration form online which must include the name and contact information of a PGA Professional, as well as previous tournament playing experience including scores.  Applicants will need to go to the website at www.sfpgagolf.com and go the Junior Golf link on the left side of the page.  Once on the Junior Golf homepage click on the new member sign up link in the Player’s Club login box to register for membership.  Should the application be accepted, the player will receive notification via e-mail, and with the member’s login and password and will then be allowed to register for tournaments.

*Approval will be required of all Jumior Tour members even if they have played previously. Please complete the entire online application, including previous tournament experience.

Fees

Membership Fee – $45.00

If an individual does not qualify for membership, he/she will be notified and will be issued a full refund for his/her application fee.

Membership Registration Deadlines

Membership remains open throughout the course of the Junior Tour season, and individuals may apply for membership at any time, provided they meet the age and ability requirements.  There is no cap for membership, and there is no minimum or maximum number of events in which a member must participate.  It is important to take the processing time into consideration when becoming a member of the Junior Tour.  Please allow ample time for processing membership if you are interested in playing in a Junior Tour event.

The application process for new members will take up to five days.  Individuals will be notified within five (5) days of receipt of application whether their membership status has been approved, or if we need more information for membership consideration.  If approved, a new member confirmation email will be sent out, including the new member’s login and password.  Once the login and password has been received, members will be able to sign up for Junior Tour events online.  When signing up for events the registration page will default to a rules test that must be completed before you may finish the registration process.  The membership package containing Tour information and player gifts will be given out at each new member’s first event.

While Membership registration is accepted at any time throughout the season, each tournament has a specific registration deadline.  Please take tournament registration deadlines into consideration when applying for membership on the tour.

Age Divisions

The South Florida PGA Junior Tour is open to the following age divisions:

Boys 12-13   (5,700-5,900 yards)                Girls 12-13   (5,100-5,600 yards)

Boys 14-15  (6,100-6,800 yards)                 Girls 14-15   (5,700-5,900 yards)

Boys 16-18   (6,100-6,800 yards)                 Girls 16-18   (5,700-5,900 yards)

The 14-15 and 16-18 age divisions for Boys and Girls will play from the same set of tees and are eligible to compete for the Overall Championship of a tournament.  1st through 3rd place winners will be selected in each separate age division.  One Boy and one Girl overall winner will be awarded in the 14-18 age divisions.  Once awarded, this individual is not eligible to receive an award in his/her age division.  The Boys and Girls 12-13 division will also have an opportunity to play up a division in the Overall, if the request is cleared through the Junior Golf Coordinator and Junior Tour Chairperson.

Determining Age Divisions

A player’s age division is determined as of their age on the first day of each tournament.  For example, a player who turns 16 on July 1st will play all events before July 1st in the 14-15 age division, and will be automatically moved to the 16-18 division after that date.  If that player turns 16 on the second day of an event he or she will be moved into the 16-18 age division for that event.

Declaring Up in Age Division

Members may “declare up” to an older age group anytime during the Junior Tour season.  Once a member declares up, he/she must play in the older age group for the entire season and must play by the applicable rules and regulations.  Members must email their request to the Junior Golf Coordinator, Meredith Schechter, at mschechter@pgahq.com in order to officially declare up.

The request to declare up must be made before the registration deadline of a tournament to be considered. Requests to declare up will not be accepted once tee times are made for a tournament, and the player will have to wait until the next tournament in order to participate in an older age division.

Tournament Registration

Entries for all tournaments conducted by the South Florida PGA during the 2012 season may be registered for no earlier than January 10th, 2012Before members may complete registration to play in an event they must complete an online rules test.  This procedure is to help member’s be more aware of rules they may encounter on the course during competition. There is no limit to the number of events members can enter.  Online registration will be activated for each of the tournaments at 9:00AM 8 weeks prior to each event start dateTelephone, mailed or faxed entries will not be accepted.

Registration Procedure

Directions for online registration:

Go to www.sfpgagolf.com, enter the site and click the Junior Golf link on the toolbar located on the top of the screen.

After entering the Junior Golf homepage, click Sign Up Now under the Player’s Club box on the upper right hand side of the page.

This link will take you directly to the Membership Registration form.  If you are a returning member from 2011, all you need to do is enter your login and password into the Player’s Club box.  For new members, your registration will be pending until approved by the Junior Golf Coordinator.  Once approval has been granted, you will then receive an email notification with your ID and password allowing you to login into the Player’s Club for Tournament Registration.

Please make sure that you save your ID and password, you will need this information to register for your tournaments and to obtain vital tournament information.

Late Registration Policy

Juniors may enter a tournament after a deadline and prior to the event date for an additional fee of $25 (first late registration) or $50 (all subsequent late registrations) provided that space is available in the player’s age division and without existing individual or field tee time alteration.

Field Size

All members of the 2012 South Florida PGA Junior Tour will have the ability to register for every Junior Tour event.  Registration is limited to 104 players for full field events, and 84 for the 14-18 Boys Only events, and is on a first come first serve basis, with no consideration for age division or gender.

Tour Refund Policy and Withdraws

Prior to the event deadline cancellations/withdrawals MUST be submitted via EMAIL to the Junior Golf Coordinator, Meredith Schechter at mschechter@pgahq.com.

If a request for cancellation is received after the event deadline and the event does not have a waitlist or no one from the waitlist can fill the spot, NO refund will be granted.  In the case of an emergency or medical illness, a written doctor’s note must be submitted to the Section office within five days immediately following the event.

All refunds will be issued minus a $5 processing fee.

Junior Tour Release Waiver

During online registration all members of the South Florida PGA Junior Tour MUST sign the electronic Junior Tour release waiver.  The South Florida PGA reserves the right to disqualify a member from a scheduled event if a release waiver has not been completed. If this occurs, the member will be provided with a full refund for the event in which he/she was scheduled to participate.

Tournament Policies/Procedures

On-site Check In

There will be an on-site check in before the first round of each event.  The location of on-site check in will vary per each event.  Prior to the event, an email will be sent out with all pertinent information regarding the specific event and will include the location for on-site check in.

On-site check in will be mandatory for all participating at the event.  The junior him/herself will be required to check themselves in, parents will not be allowed to check in for their child.

In the case of shotgun start events, there will be mandatory on-site registration for BOTH rounds in which the junior will receive their scorecard and rules sheet.

Pairings / Starting Times

Pairings for all Junior Tour events will be made by randomly selecting groups of three to four players based on age group and gender for the first round of play at each event.

For the second round, the field will be re-paired by score.  Field size and number of players per age division will dictate which divisions tee off in which order.

For all events, requesting starting times or specific groupings will not be accommodated.  Players will NOT be called to their tees.  Each contestant is responsible for obtaining his / her starting time and arriving to the tee 10 minutes prior to their scheduled tee time.

Starting times will be posted on the South Florida PGA website four days prior to the event.  Players will be notified via email of any changes that might occur after the initial release of pairings and starting times.  Any changes will be immediately updated on the South Florida PGA website.

Withdrawing During an Event

Failure to complete 36 holes may result in future event suspensions based on committee decision.

No Show Policy

It is the responsibility of the participant to email the South Florida PGA Junior Golf Coordinator, Meredith Schechter, when canceling out of a tournament.  When canceling on the day of the tournament, members must notify the SFPGA Section office and the host facility.  Any member who does not follow this procedure will be considered a “no show.”  Players who do not properly notify the Junior Golf Coordinator of their withdrawal are subject to the following penalties:

First Offense – EMAIL warning issued from Junior Golf Coordinator

Second Offense – EMAIL notification of Suspension from next scheduled event

Third Offense – WRITTEN notification of Suspension from the Junior Tour for the remainder of the season.

Any player that receives a third offense and is suspended for the Junior Tour will be subject to possible rejection of membership for the following season, regardless of skill level.

Rules of Play

USGA Rules of Golf and the SFPGA Junior Tour Rules of Play Card shall govern all play, in addition to local rules on the Notice to Competitors (Rules Sheet), which is distributed at every event, and is also available on our website.  Be sure to read the Rules of Play Card in its entirety prior to your first event.

Distance measuring devices are allowed in SFPGA Junior Tour events, assuming the device measures distance ONLY. If during a stipulated round, a player uses a distance measuring device to gauge or measure other conditions that might affect his play (gradient, wind-speed, etc.), the player is in breach of Rule 14-3, for which the penalty is disqualification.

Pace of Play

An average rate per hole will be set for all SFPGA Jr. Tour events.  Each competitor’s scorecard will reflect their allotted time per hole, and a timing sheet will be posted and distributed at the first tee.

Each player must play without undue delay, which is defined as taking no more than 45 seconds to play a shot.  Those players who are first to play from a given area (tee, fairway, green, etc.) will have 10 extra seconds to play their shot.  A group will be monitored for pace of play based upon their time and position (keeping up with the group in front).

Check Point System

There will be two checkpoints located throughout the course, one on #9 and one on #18. All players in a group in breach of the pace of play policy at any checkpoint are subject to penalty.

Penalties:

First Breach of Round = 1 stroke penalty to each player in the group.

After the group has received their first breach during a round, if the group returns to their allotted time and obtains their position by the second checkpoint the penalty will be taken away.

Second Breach of Round = the one stroke penalty given at the first checkpoint will stick to each player’s score in the group if they do not return to their allotted time, or return to their correct position on the golf course.

Notification:

All groups will be shown a card when passing through a checkpoint, and may also receive a verbal notification.

Green = within time and in position

Yellow (WARNING) = either within time or in position (not both)

Red (PENALTY ISSUED) = over time and out of position (subject to a two stroke penalty if they do not catch up to the group in front or return to time par prior to reaching their last checkpoint).

It is the player’s responsibility to recognize when a breach has occurred at each checkpoint and penalties must be recorded on their scorecards.  Penalties are to be added to the checkpoint hole the group received the Red Card or was notified of the breach.

Red Cards:

Given when a group is more than 15 minutes behind the group ahead (out of position) and over the allotted time.

  • Allotted time: the maximum time allowed to complete play of the course or the holes between checkpoints.  The allotted time is predetermined by the Tournament Committee and may be adjusted between rounds.  Time for ball searches, rulings and walking time between holes is included in the allotted time.  The allotted time will be printed on each scorecard and posted at the first tee.
  • Timing: a group’s completion time at each checkpoint is measured when the flagstick is replaced in the hole once all players in the group have holed out.
  • Appeals: if a player is concerned about slow play of one of their competitors they must remind that competitor of the Pace of Play Policy and encourage them to play more efficiently.  The player may ask an official to monitor the group before of after a checkpoint or penalty.

Breaking Ties

Ties for first, second and third place within the specified age divisions will be broken by the USGA recommended method of breaking ties. (See Appendix I, Part C-11, Page 123)

Scores will be compared using the final nine holes (holes 10-18), if that does not produce a winner, then the last six holes, then the last three holes, then hole by hole, starting with #18 backwards.

Ties for the Boys and Girls Overall Division will be broken by a sudden death playoff.  Playoffs will begin immediately following completion of the final round of play.

Weather Policy

Completion of 18 holes by all contestants will constitute an official event for each 36-hole tournament.

It is unlikely that an event will be rescheduled due to inclement weather.  Refunds on player fees are subject to the Host Site’s rain check policy.

Tournament Cancellation Procedure

The South Florida PGA reserves the right to cancel tournaments in the event of inclement weather or other incidents.  The South Florida PGA recommends checking the status of the tournament by calling the SFPGA, the Junior Golf Coordinator, or host facility the morning of the event.  If a tournament is cancelled, members scheduled to participate in the event will be refunded the full entry fee to their credit card on file.  If the tournament is cancelled during play, the South Florida PGA reserves the right to retain the full entry fee.  Best efforts to reschedule a cancelled event will be made.  Players who were entered in the first event will automatically be entered into the rescheduled event.  If they are unable to participant on the rescheduled date they may transfer registration to a later event to receive a refund.  If the rescheduled event has available space, juniors who were not entered in the original event will be afforded to opportunity to register for the rescheduled event.

Tournament Results

Tournament results will be posted immediately following the first round of play at each event on the Junior Tour website.  Official tournament results for the final round will be posted on the South Florida PGA website no later than one (1) day following the event.  To access results click Junior Golf, then Junior Tour Tournament Results.

All scores will be sent to Junior Golf Scoreboard no later than two (2) days following the event.

SFPGA Junior Tour Code of Conduct

The South Florida PGA Junior Tour takes great pride in the quality of its players, host facilities, and sponsors.  The Tour requires all members to adhere to the Code of Conduct.  The purpose is to help all Tour participants grow and mature by understanding and accepting the consequences of their actions, both on and off the golf course. (Tournament officials will enforce these rules at all SFPGA Junior Tour events)

Respect for the Course

All players are expected to maintain golf course conditions by repairing ball marks, raking bunkers, picking up and disposing of trash, etc.  Any abuse of the course or other club facilities will result in immediate suspension from the Junior Tour.  All players and parents are also encouraged to thank the host club, staff and volunteers for their support of junior golf.

Dress Code is for Players and Spectators

  • All Boys shirts must have collars and sleeves
  • Mock neck shirts are only acceptable based on the facility’s dress code standards
  • T-shirts and tank tops are not acceptable
  • All boys must have their shirts tucked in at all times
  • All boys must remove any earrings
  • All Girls must have golf-style shirts, and girls shirts may or may not have collars and sleeves
  • Women’s fashion shirts must not rise above the belt line at anytime during the golf swing
  • Women’s shorts/skirts/skorts must be no more than 5” above the knee OR the inseam of the shorts must measure at least 5”
  • Tennis shorts, gym shorts, cut-offs, swimsuits, short-shorts are not acceptable
  • Sandals are not acceptable
  • Blue jeans are not acceptable
  • Clothing containing offensive slogans, languages or pictures, and references to drugs, tobacco or alcohol are not acceptable
  • It is suggested that everyone wear sunscreen
  • Hats/visors must be worn with brim forward, males must remove hat/visor while indoors
  • All events are non-metal spikes only
  • Any player or spectator not adhering to these guidelines will be asked to leave or correct the violation before participating

Conduct

Any conduct that is detrimental to the Junior Tour or any of its members will not be tolerated.

  • No smoking and/or chewing of tobacco products
  • No drugs or alcohol
  • No abusive language or profanity
  • No club throwing
  • No cheating
  • No disrespect of volunteers, officials and host staff
  • No leaving the course during a competitive round without permission of a Tour official

The South Florida PGA Junior Committee may assess any or all of the following penalties based on the severity of the Code of Conduct violation:

  • Issue a written letter of warning to the player and his/her parent/guardian
  • Require the player to write a letter of apology to his/her fellow competitors
  • Enforce a two-stroke penalty
  • Disqualify the player from the tournament where the violation occurs
  • Suspend the player for a portion of the tournament season or the remainder of the season
  • Suspend the player’s membership indefinitely

Spectators (updated 2012)

Spectator Policy

The South Florida PGA Junior Tour encourages spectators and parents to attend any and all Tour events.  However, it is a privilege for spectators to attend and they are therefore required to conduct themselves appropriately at all times.

The South Florida PGA Junior Tour reserves the right to suspend and/or ban any spectator from one or more events.

Failure to comply with the Rules and Regulations may result in immediate removal from the facility and/or suspension of playing privileges for the member.

Spectators must stay 50 yards away from competitors so as to avoid the appearance of giving advice. (Rule 8-1, USGA Rules of Golf)  Spectators are asked that they do not communicate with players during any competitive round. Examples are:
Verbal Communication
Hand signals to the participant, including gestures to influence player decisions
Providing participant with written material
Positional to assist with aim or alignment
Aiding in rulings or giving rulings

Interaction for health issues, must only take place prior to the hole being played or after. Examples include but are not limited to: the handing of medication, food, beverages or sunscreen.

Any player seen speaking to a spectator during the play of a hole, or for any reason other than for health concerns, is subject to a 2 stroke penalty based on Rule 8-1.

Spectators MUST remain on cart paths or in the rough areas at all times.  Walking in the fairways not only causes concern about interactions with players, but it can be dangerous and cause the group behind to be slowed down. Please walk ahead of the group you are watching to avoid delay of the group behind.

Spectators should never be on the putting surface or teeing area, and should observe these areas from a minimum of 50 yards so that there will be no interference.

Spectators are not allowed to use cell phones on the course, and request that they are turned off or left in the car during play.

Should inclement weather force a delay in play, we ask that you please help shuttle players back to the clubhouse.  A delay will be signaled by one long blast.

All spectators must dress appropriately in golf attire when attending South Florida PGA Junior Tour Events.  Blue jeans, t-shirts, tank tops and short shorts are not to be worn.

Spectator Carts

Spectator golf carts will be available at the discretion of the host facility. If spectator carts are permissible, they must remain on cart paths at all times.  Cost of spectator carts are set by the host facility.

Spectators are not permitted to give rides to competitors between holes.  SFPGA Staff will provide shuttles if and when they are necessary. The only time a player will be shuttle by specators will be in inclement weather in which we ask that you please help shuttle players back to the clubhouse.

Tournament Information

Practice Rounds

Practice rounds are offered to Tour members and are based on each individual club’s availability.  Some clubs may offer play to parents, but this is not the standard and should not be expected.  The South Florida PGA Junior Tour Code of Conduct is in effect during practice rounds.  Should parents be allowed to play, they too must abide by the Tour Code of Conduct.

Hotel Accommodations

The South Florida PGA Junior Tour will attempt to secure discounted rates at hotels near tournament sites.  Information on hotels will be available on the SFPGA Jr. Tour website.  It is the responsibility of Tour members and parents to make hotel accommodations for overnight stays for Tour events.

Accommodations for Junior Golfers with Disabilities or Chronic Health Conditions

The South Florida PGA Junior Tour will, at its sole discretion and upon receipt of applicable medical documentation, make reasonable accommodations for junior golfers with disabilities or chronic health condition.  Subject to applicable rules established by the host site, reasonable accommodations may include the use of a pull cart or motorized golf cart for the transportation of golf clubs and competitors during Junior Tour events.  All related inquiries and communications should be directed to the Junior Golf Coordinator prior to the event.

Awards

Listed below are the awards and exemptions distributed by the South Florida PGA Junior Tour to its eligible members:

Overall Champion

The Overall Champion will be the top Boy and Girl in the 14-18 age divisions.  Boys and girls in the 12-13 age division will not be eligible for the Overall Championship.  The Overall Champion is not eligible to receive an award in his/her age division.  Overall Champions will be presented trophies on-site following play on the final day of the tournament for each of the sixteen events.  Ties for Overall Champion will be determined by sudden death playoff.

Tour Championship (updated 2012)

The 2012 Tour Championship will require season long qualifying to participate. Qualifications will be determined based on Player of the Year Points earned throughout the year. The number of spots available for each age division will be decided based on the percent of total members of the Junior Tour in that division as of July 1. The Tour Championship will be an 84 player field.

Age Division Awards

Awards for 1st, 2nd and 3rd Place will also be issued in each separate age division for both Boys and Girls.  Age Division Awards will be presented on-site following play on the final day of the tournament for each of the thirteen events.  For the tie-breaking procedure, see Breaking Ties in the Tournament Policies/Procedures Section.

Season Ending Awards

The following awards will be given to 2012 Junior Tour members.

Player of the Year: Boys Overall 14-18, Girls Overall 14-18, Boys 12-13 and Girls 12-13

Chosen by SFPGA Staff & Jr. Golf Chairperson based upon performance throughout the year.

AJGA Performance Stars: (updated 2012)

Overall Boy and Girl Champion of Junior Tour Events 1-16 and the Tour Championship will receive four (4) perfornce stars.

Overall Boy and Girl Champion of the South Florida Junior PGA Championship will each receive one (1) performance star.

2012 Player of the Year in both the Boys 12-13 and Girls 12-13 Age Divisions will receive exemptions into one (1) JAS event.

Jr. Tour Awards Luncheon

All members of the 2012 South Florida PGA Junior Tour are encouraged to attend the season-ending Tour Championship Awards Luncheon, regardless of their participation in the event.  All members in attendance will receive a complimentary lunch during the awards program.  Parents and spectators are also welcome and encouraged to attend the Awards Luncheon.  The cost of lunch for parents and spectators will be determined at a later date.  The luncheon will be held immediately following the final round of the Tour’s final event.

Mirasol Scholarship Fund

Scholarship Fund for Tournament Entry Fees

The Men’s Fun Group at Mirasol along with the South Florida PGA Foundation developed a scholarship fund to help provide South Florida PGA Junior Tour Members with grants to help pay for South Florida PGA Junior Tour tournament entry fees.  To be granted assistance you must complete the application located on the Junior Golf homepage of the website.  All information and guidelines can be found within the application.

South Florida PGA Junior Tour on the Web

The South Florida PGA Junior Tour is accessible on the Internet at www.sfpgagolf.com.  The Junior Golf homepage is open to the general public and contains information regarding tee times, results and other pertinent information.  All of this information including results and player point races will be updated on a regular basis.

Members may use their Membership ID and Password to register for events online using a financially secure website server, but is not necessary to use in order to navigate the site.

Junior PGA Championship

One of golf’s major championships for juniors, the Junior PGA Championship is where the best in the world get their start.  The Championship celebrates its 37th anniversary in 2012.  Begun in 1976 at Walt Disney World Resort in Orlando, FL, the Championship has been a popular stop on the national junior circuit for many of today’s PGA and LPGA touring professionals.

The top-finishing boy and girl from the South Florida Section will advance to represent the Section in the Junior PGA Championship, held at Sycamore Hills Golf Course in Ft. Wayne, IN, July 31 – August 3, 2012.

Age Divisions

  • Boys 12 & Under/ Girls 12 & Under : $25.00 (9 holes one day-Jun 20th)
  • Boys 13-15 / Girls 13-15: $75.00 (36 holes)
  • Boys 16-18 / Girls 16-18: $75.00 (36 holes)

Qualifiers
All players will need to qualify to attend the South Florida Junior PGA Championship. There will be three (3) qualifiers held throughout the section, and players will be required to participate in 1 of the 3 qualifiers. It is suggested that the players register for their nearest qualifying location.
Qualifier #1 – June 3 – Country Club of Coral Springs – Coral Springs, FL
Qualifier #2 – June 10 – The Fountains Country Club – Lake Worth, FL
Qualifier #3 – June 10 – Stoneybrook Golf Course – Estero, FL

The number of players who qualify per site will be determined by the number of players in each field.

A total of 84 players in the 13-18 Divisions will play in the Championship, along with 12 players from 12 & Under.

**Only boys and girls competing in the 13-18 age divisions will be eligible to qualify for the national event.  Players under the age of 13 may “declare up” to be eligible to qualify and are required to play from the same tees and pay the same entry fee as the 13-18 age divisions.
